IWA Welcomes Progress on EA Waterways Merger

The Government made a decision on the future of the largest state owned waterways on the 28th February 2011.

It announced that its preference was for a phased transfer of state-owned waterways in England and Wales into the planned new waterway charity. British Waterways’ canals and rivers will move in 2012 and the Environment Agency's navigations in 2015, subject to a review of the charity's performance in 2014 and the then government view on affordability. This decision was intended to ensure that sufficient funding can be found to enable the charity to take on the liabilities associated with the EA navigations from the start of the next Government Spending Review.

IWA welcomed the statement, as a further step towards realising its own long term vision for the waterways, that includes both British Waterways’ and the Environment Agency's navigations eventually merging.

IWA is a little disappointed that the Environment Agency navigations will not be included in the charity from the outset, having advocated the considerable advantage in that approach. But IWA recognises that the argument for the merger in principle is now won within government, and must move on and help to make the changes work.

IWA believes that following this statement of intent by government to proceed in a phased manner, it is vitally important that the preparation begins now. There must be ongoing co-ordination between the Government, EA, British Waterways and the new charity thereafter to keep momentum going on this initiative to ensure a smooth seamless handover of the EA waterways with the necessary funding in place. With a process of proper preparation and implementation planning in place, the 2014 review and the next Spending Review should be no more than confirmation that delivery of that vision is on track.

IWA remains committed to ensuring that in addition to the eventual merger of EA navigations going ahead, the new waterways charity should suitably endowed with the full BW property portfolio, and given suitable long term grant funding to make it sustainable. IWA also is comitted to ensuring that governance structures are both simple and cost effective, but will allow proper stake holder engagement .

IWA Parliamentary Dinner 2011

IWA's Parliamentary Dinner has been arranged for the 8th March. There has been an outstanding response from key waterway MPs, including three former Waterway Ministers, and the current Minister Richard Benyon. IWA hopes to encourage an active discussion on the New Waterways Charity, and in particular on IWA's key concerns: Sustainable funding; governance; and EA waterways integration.

IWA Working Partnerships

IWA is working with former waterways ministers the Rt Hon Alun Michael MP (Labour)  and Tony Baldry (Conservative) , to reconstitute the All Party Parliamentary Waterways Group; so that we increase our influence during the consultation period for the new Waterways Charity. IWA has also taken on the services of former waterway minister Jonathan Shaw as our new Parliamentary advisor.

National Campaign Festival

IWA's 2011 National Campaign Festival will be held on Northampton’s River Nene waterfront over the May Day Weekend (29th April – 2nd May).

The aims of the Festival are to celebrate the 250th anniversary of the Nene becoming fully navigable to Northampton from The Wash, to encourage greater recreational use of the river, supported by better facilities, as well as contributing to the process of re-connecting Northampton with its waterfront. By the time of the Festival, the Environment Agency’s new 82–berth marina in Becket’s Park is due to be open. This will provide a valuable facility for boaters and a visitor attraction and forms the first step in revitalising the riverside.

Organised by IWA Northampton Branch, the event is supported by Northampton Borough Council, the Environment Agency, British Waterways and the Association of Nene River Clubs. Welsh Waterways Festival  incorporating the IWA National Trail Boat Festival

Saturday 28th to Monday (Bank Holiday) 30th May 2011. IWA Volunteering Opportunities

Canalway Cavalcade 30th April - 2nd May 2011

We are looking for volunteers to assist in running Cavalcade over the weekend to do jobs such as setting up equipment, erecting signs and fencing, bucket rattling, brochure distribution, stewarding and bar staff.

Details: A return walk of about 3.5 miles along the canal towpath to Longwood Junction, Hay Head Wood and Park Lime Pits nature reserve. 10.15 for 10.30 am start at The Manor Arms, Park Road, Rushall, Walsall.  Optional lunch at the pub afterwards.  This walk will be led by Brenda Ward.

24th March – Trent and Mersey and Shropshire Union canals, Middlewich (IWA Chester & District Branch) 
Details: The Big Lock, Webb’s Lane, Middlewich (CW10 9DW) is the base for this walk which follows the towing paths of the Trent and Mersey and Shropshire Union canals and uses the lanes, tracks and footpaths in the valley of the River Dane to connect the two canals.  The walk is 3.4 miles long, the map reference is 702 668 OS Explorer267.
